Friends of Casco Bay’s Ivy Frignoca appointed to the Coastal and Marine Working Group of the Maine Climate Council
On September 26th, Governor Janet Mills officially launched the Maine Climate Council. She challenged the 39 members of the Council, and the many others who will serve on its subcommittees and working groups, to create a climate change action plan to make Maine a national leader in reducing greenhouse gas emissions.
One of the people she was speaking directly to was Casco Baykeeper Ivy Frignoca, who had been appointed to the Coastal and Marine Working Group.
“Casco Bay is already experiencing the impacts of climate change,” said Ivy, “including warming waters, increasing acidity, more nuisance algal blooms, and changes in water chemistry that make it harder for shellfish to grow their shells.”
The Maine Climate Council and its working groups will be meeting monthly through next summer. Collectively, they will develop an action plan for the next four years with strategies to understand, mitigate, and adapt to climate change. The report will be submitted to the Governor in December 2020, as required by the bill passed last session, An Act to Promote Clean Energy Jobs and to Establish the Maine Climate Council.
“It’s time to roll up our sleeves and act. This Council is not just producing a report that will sit on a shelf somewhere. The statute demands action to address climate change,” responded Ivy. “We applaud our Governor and the bipartisan Climate Council tasked with creating an action plan to reduce carbon emissions and adapt to inevitable climate change.”
Bill Mook, founder of Mook Sea Farm and one of the Council members, echoed that sentiment, “Problems are the raw materials of innovation.”

Summer is going swimmingly here at Friends of Casco Bay, and we have a lot of good news to share:
Our priority legislative bill to create a state-level Climate Change and Ocean Acidification Council was incorporated nearly word-for-word into the Governor’s comprehensive Climate Change Council bill. An Act to Promote Clean Energy Jobs and to Establish the Maine Climate Council passed with strong bipartisan support. In recognition of her yeoman’s work on this issue, Casco Baykeeper Ivy Frignoca was invited to attend the bill signing by Governor Janet Mills on June 26th.
Our water quality sampling season is well underway, as we continue to add to our long-term dataset at 22 shoreside and deepwater sites around the Bay. You may see Research Associate Mike Doan and Casco Baykeeper Ivy making the rounds by land and by sea every few weeks from April through October.
July 20 marks the third anniversary of the launch of our Continuous Monitoring Station in Yarmouth. Our Monitoring Station is fondly nicknamed the “Cage of Science” because its high-tech sensors are housed inside a transformed lobster trap. The instruments measure temperature, salinity, oxygen, pH, and carbon dioxide.
Together, they collect data once an hour, every hour, year round. At this time of year, Mike has to scrape off a new array of marine hitchhikers whenever he hauls up the Cage of Science to download data.
‘Tis the season to think about what not to put on your lawn! With five workshops behind her, Associate Director Mary Cerullo has scheduled another five BayScaping presentations for August and beyond. She is happy to talk with neighborhood groups about green yards and a blue Bay.
There has been such a demand by community groups to volunteer for coastal cleanups and storm drain stenciling projects that Community Engagement Coordinator Sarah Lyman and summer intern Alexis Burns have been very busy. They already have hosted seven events with 106 participants who collected an estimated 238 lbs. of trash and stenciled 238 storm drains!
Our new pumpout boat, Headmaster, was launched on June 10th to pump raw sewage from the marine toilets of recreational boats. Captain Jim Splude, our congenial pumpout boat coordinator, can go about his business more efficiently now with a new boat that has more than twice the holding capacity of the old one.
Our Water Reporter volunteer project is expanding as we hoped and planned. Nearly 40 enthusiastic volunteers attended our Water Reporter training on June 24. Volunteers continue to sign up to keep watch over specific areas of the Bay.
July 10 was the first anniversary of Friends of Casco Bay’s launch of the Water Reporter app. To date, 162 volunteers in this observing network have made more than 500 posts. We call that a great start!

A standing-room only crowd of 37 Friends of the Bay gathered in South Portland on June 24th for an informal training on the app. Community Engagement Coordinator Sarah Lyman, volunteer Rick Frantz, and summer intern Alexis Burns guided newbies and veterans through the steps to post and comment on what they are seeing on the water.
Sarah explained that using hashtags to identify the type of incident helps organize reports. “If you are having trouble remembering the types of posts we are looking for and the hashtags to use, think WATERS!”
Great questions from the volunteers showed that they already had a good grasp of the Water Reporter app. After Sarah answered questions, she referred people to our website to reinforce her explanations. We recently updated our guide, www.cascobay.org/water-reporter, to include detailed instructions for posting on iPhone or Android device and troubleshooting tips.
After the training, Trish Peterson posted, “The water reporting training we recently received was confidence building for sure. Water reporting is not only interesting, but fun!”
Our summer intern Alexis Burns explained that she is monitoring nusiance algal blooms at three locations in South Portland on a weekly basis: Mill Cove behind Hannaford Supermarket, Pleasantdale Cove off Broadway, and behind Forest Lawn Cemetery on Lincoln Street.
Several people offered to help track nuisance algal blooms at specific locations around the Bay.
Sarah explained that we are connected to a worldwide network through our engagement with the Water Reporter app, developed by a group called Chesapeake Commons. Erin Hofmann, their Data Science and Communications Lead, told us, “Friends of Casco Bay is one our most active groups in terms of members, number of posts, and endurance of ongoing efforts. Some groups get their volunteers to share reports on one issue or event, and then fade away – but the Friends of Casco Bay team has found some really great ways to train volunteers and then keep them active and engaged on the app.”
Ivy Frignoca, Casco Baykeeper and the coordinator of MOCA, says, “We could not be more excited about the Governor’s Climate Council bill. It takes on the herculean but necessary task of drastically reducing carbon emissions while setting up a council with subgroups of experts to help us address and adapt to inevitable changes. As the voice of Casco Bay, we strongly commend those portions of the bill that address the impacts of climate change — including ocean acidification — on Maine’s iconic marine resources.”
The Governor’s bill establishes six working groups, including a Coastal and Marine Working Group and a Scientific and Technical Working Group. We anticipate that many of the aspects of our collective efforts to address coastal and ocean acidification will be addressed by these groups. To aid that process, Friends of Casco Bay, as coordinator of MOCA, will meet with other partnership members this summer to create a marine climate change action plan. We look forward to sharing that plan with the Governor’s Council and will stand ready to serve as a resource to the Council.
Aquaculturists, resource harvesters, and lobstermen supported passage of this legislation. Bill Mook, owner of Mook Sea Farm, says “For those of us whose livelihoods are so tightly linked to a healthy environment, the passage of Governor Mill’s climate bill has rekindled hope. We must now show the rest of America how the path to a clean energy future will not only lead us to a healthier environment, but it will also take us to a vibrant, inclusive, and healthy economic future.”
Richard Nelson from Friendship, Maine, applauds the positive approach the state is taking on climate change, “As a lobsterman and, at times, spokesman for climate’s ill effects on the ocean’s realm, I would readily shed that position as harbinger and turn instead to being a participant in the real actions to combat it, as put forth in the Governor’s bill.”
The comprehensive bill sets tough goals to reduce Maine’s carbon footprint. It provides that by 2050, Maine must reduce our greenhouse gas emissions by 80% and get 100% of our electricity from renewable sources. The bill sets a pathway for achieving the goals in a statewide plan in order to turn these targets into actions. At a time when the federal administration is resistant to exploring mitigation and resiliency efforts, Maine is joining a growing number of states taking the lead to address climate change to collectively make a difference.
Governor Mills is expected to have a signing ceremony for the bill soon, and the Climate Council will likely begin its work this fall.
Captain Pam Parker christened the newest member of Friends of Casco Bay’s fleet with the words, “We name you Headmaster. May the elements be kind, your captain wise, and the Bay rejoice in your work.” More than 100 Friends of the Bay cheered as Portland Yacht Service’s giant blue travel lift Babe lowered our newly-named pumpout boat into Casco Bay. Our 26-foot pumpout boat is a very unique vessel that siphons raw sewage from the holding tanks of recreational boats, transferring the wastewater for shoreside treatment.
The ceremony on Monday, June 10, was emceed by Executive Director Cathy Ramsdell, who explained that the boat’s name, Headmaster, was chosen from the nearly 400 names submitted by the public. Fittingly, the name puns on the nautical term for a toilet — “head” — and gives a nod to the educational and ambassadorial role of our Vessel Pumpout Program. Through her work overseeing the state pumpout program at the Maine Department of Environmental Protection, Pam has been the facilitator for the federal support for our pumpout program for over two decades. Funding from the federal Clean Vessel Act financed 90% of the cost of the new boat. Our Pumpout Program has kept over 200,000 gallons of raw sewage out of the Bay since 1995.
Headmaster, built expressly for Friends of Casco Bay by Marine Boatbuilders of Warwick, Rhode Island, has a 650-gallon sewage holding tank, twice the capacity of our earlier pumpout boat, Wanda. From 1995 through 2018, Wanda pumped out marine toilets at marinas and moorings from South Portland to Freeport. She continues to be a champion for clean water in her new home at the Boston Sailing Center in Boston Harbor.
Headmaster’s Captain, Pumpout Coordinator Jim Splude is our ambassador on the Bay. In addition to servicing recreational boats from May through October, he is happy to teach customers how to perform the task themselves. Jim also educates boaters on the importance of keeping sewage, bacteria, and excess nitrogen out of the Bay.
Our Pumpout Program has done more for the health of the Bay than just serving recreational vessels. In order to become a No Discharge Area, a designation that protects our waters from cruise ship pollution, the EPA required that there be adequate pumpout facilities throughout the region before granting this designation. We encouraged local marinas to install their own pumpout stations while leading an advocacy effort to encourage Maine to request a no discharge status for the Bay. Our Pumpout Program then set the stage for Casco Bay to become Maine’s first federally-designated No Discharge Area, which prohibits vessels from dumping treated and untreated sewage.
This mobile pumpout service is part of our efforts to reduce nitrogen pollution from sewage, fertilizers, stormwater runoff, and air pollution. An overdose of nitrogen in coastal waters can trigger nuisance and harmful algal blooms that may reduce water clarity, prevent juvenile clams from settling, and suffocate animals in the mud. When these plants die, decomposing bacteria can deplete oxygen needed by marine life and create acidic conditions that make it harder for shellfish, such as clams, mussels, and oysters, to build and maintain their shells.
We first met Jesse O’Brien of Down East Turf Farms when South Portland was considering passing an ordinance to limit the use of pesticides. Jesse is a practicing agronomist, who says, “If you want to get good turf, you need to start with good soil.”
Initially, Jesse expressed concern about how businesses would be able to meet (some) customers’ demands for perfect lawns or athletic fields if pesticides were banned.
Jesse attended innumerable public meetings. We were at those meetings as well, sharing our data on pesticides in stormwater and our BayScaping outreach, to encourage town officials to limit the use of lawn chemicals. Jesse served for nine months on Portland’s Pesticides and Fertilizers Task Force, alongside Friends of Casco Bay Executive Director Cathy Ramsdell. They found agreement in the philosophy, “Don’t treat your soil like dirt!”
In January 2018, Portland passed a ban on synthetic pesticides similar to one adopted by neighboring South Portland in 2016. The City of Portland Pesticide Use Ordinance went into effect for city property on July 1, 2018, and will extend to private property on January 1, 2019.
Although Jesse worries about the unintended consequences of the ordinances, “We are in agreement that there is an overuse and misuse of lawn chemicals. I want to focus on culture practices that reduce the need for inputs.”
He has put those words into action. Today, Jesse serves on South Portland’s seven-member Pest Management Advisory Committee. In September, he recruited a dozen yard care professionals to demonstrate best practices for organic lawn care at South Portland’s Bug Light Park—teaching about overseeding, watering, aeration, soil testing, and dealing with pests. We applaud Jesse and other landscapers for helping our communities grow green lawns that keep Casco Bay blue.
Autumn BayScaping tips you can take this fall that will pay off next spring: Let your soil breathe. Aeration allows water and nutrients to reach the grass’s roots. Seeding and composting on top of freshly-aerated soil can be done until the end of the growing season. Take away leaves soon after they fall. Lower lawn mower height. Gradually reduce your mowing height to 2 to 2.5 inches before the first frost to help prevent snow mold.
Casco Baykeeper Ivy Frignoca is our watchdog on the health of the Bay. She is on or along the water as much as possible, even in her spare time! But she can’t be everywhere. Ivy says, “We rely upon our Volunteers to be our extra eyes on the Bay. Since July, increasingly Volunteers are joining me in using the WaterReporter app to share what they are seeing. These reports make a difference!”
“It’s like Facebook for the Bay,” says Ivy. We can communicate with our WaterReporters, commenting on their posts and reporting back on actions taken.
Here are some examples:
A WaterReporter captured a potential pollution incident—a large accumulation of fish scales in the water. The posting, complete with the time, location, and a photo, led to action to stop unpermitted, fish processing wastewater discharges into the Fore River in Portland.
We look forward to WaterReporter posts continuing to come in throughout the fall and winter, when we will be on the lookout for any unusual algal blooms, effects of large rainstorms or snowstorms on the Bay, and extreme high tides, called King Tides. The more of us who are keeping watch on the health of the Bay, the better protected our waters may be.
As always, Casco Baykeeper Ivy Frignoca has been on the move, working across Casco Bay, the state—and the nation—on efforts to protect the environmental health of Casco Bay.
A peek into her appointment calendar shows some of the highlights so far this year, as she continued to track Legislative issues and to comment on proposed wastewater and stormwater discharge permits that the Department of Environmental Protection issues to municipalities.
I became coordinator of the Maine Ocean and Coastal Acidification Partnership (MOCA) for 2018.
I will help coordinate research and advocacy on ocean acidification with a strong statewide network of policy makers, fishermen, shellfish growers, and scientists. This year-long role supports our work examining coastal acidification and excess nitrogen.
I invited Portland’s Water Resources Manager, Nancy Gallinaro, and Portland Water District’s Director of Wastewater Services, Scott Firmin, to travel with me to meet the new Environmental Protection Agency (EPA) Region 1 Administrator, Alexandra Dapolito Dunn. We highlighted our joint efforts to reduce nitrogen pollution, combined sewer overflows, and stormwater pollution to Casco Bay. I shared our data showing the impacts of climate change on Casco Bay.
Administrator Dunn accepted our invitation to come to Maine in June to attend a meeting of the Maine Nutrient Council, a group convened by Casco Bay Estuary Partnership. Afterward, Administrator Dunn will tour the Bay on our Baykeeper boat, a great opportunity for a close-up view of issues that threaten the water quality of Casco Bay.
I traveled to Washington, DC, at the invitation of Ocean Conservancy, to meet with our Congressional delegation and ask for full funding for the National Oceanic and Atmospheric Administration and the EPA. The measures we pressed for passed in the omnibus budget!
Back in Maine, I submitted comments opposing offshore drilling and then attended a meeting hosted by the Bureau of Ocean and Energy Management, to voice Friends of Casco Bay’s opposition to offshore drilling. I supported a resolve that was passed unanimously by our state legislature expressing its opposition to offshore drilling.
I testified at a public hearing as we worked to swiftly defeat a bill that would have practically eliminated the ability of municipalities to pass pesticide ordinances. If you contacted legislators after receiving our email alert about this issue, thank you! The bill was defeated!
I traveled to New Hampshire to attend a meeting of experts concerned about the rise in harmful algal blooms throughout the region, so we could learn more about new species appearing in Casco Bay.
I attended a meeting in West Bath, which drew together people who live and work along the New Meadows River, to discuss how expanding efforts in aquaculture may figure into the many uses of the estuary.
Research Associate Mike Doan gave Kate Simpson and Kayla McMurray, staffers for Senator Susan Collins, a ride to our Continuous Monitoring Station in Yarmouth. I met them at our “Cage of Science” as we demonstrated how we use technology to monitor the Bay hourly, 365 days a year. We explained that though we do not receive funding directly from the EPA, the Agency has a vital role in advising state regulators on strategies to reduce pollution, funding other research, and enforcing the Clean Water Act. This work helps us all protect the environmental health of Casco Bay.
The Maine Ocean and Coastal Acidification Partnership (MOCA) is a volunteer partnership that seeks to coordinate the work of governmental agencies and private organizations and citizens who are studying and implementing means to reduce the impacts of or help adapt to ocean and coastal acidification.
With my colleagues in the MOCA Partnership, I hosted a workshop for nearly 60 scientists, harvesters, policy makers, and advocates on What We Know about Ocean Acidification and Maine’s Lobsters. The event at Bowdoin College featured current research on the effects of climate change on lobsters and emphasized the need for ecosystem-level, long-term studies.
As the year progresses, I look forward to continuing to keep you updated on the biggest issues affecting the health of the waters we all love.
We are delighted to share that in January 2018, the City of Portland passed one of the strongest ordinances in the state to restrict pesticide use.
Executive Director Cathy Ramsdell served for nearly a year on a task force to help the city develop the ordinance. She often found herself a fulcrum of the group, reminding everyone of their common purpose to protect Casco Bay. The ordinance is similar to one that South Portland passed in 2016, also thanks in part to Friends of Casco Bay’s advocacy. While state and federalauthoritieshave been slow to protect our waters from these toxic chemicals, we are heartened to see local communities take action.
Why restricting pesticide use is important for the health of the Bay: We have long been concerned about the possible impacts of lawn chemicals—pesticides and fertilizers—on the environmental health of Casco Bay. Our monitoring efforts revealed that the lawn chemicals we are putting on yards can end up in the Bay. Between 2001 and 2009, we collected rain water flowing into the Bay and analyzed the samples for a suite of pesticides. Lab results identified 9 different pesticides in 14 locations all around the Bay. Pesticides do not belong in the Bay, as they have the potential to harm lobsters, fish, and vital habitat.
Imagine if we could remove 500 to 1,000 pounds of excess nitrogen from the Bay each day. An historic effort by Portland Water District may do just that!
After nearly a year of work, the Portland Water District and Friends of Casco Bay developed an agreement aimed at reducing nitrogen pollution from sewage effluent. The collaboration helped the Maine Department of Environmental Protection (DEP) develop a 139-page,
five-year permit for the City of Portland’s East End Wastewater Treatment Facility, which is managed by the Water District, that will better protect water quality. The permit was issued on March 22, 2017.
The $12 million upgrade to the plant’s aeration system may help reduce nitrogen in the plant’s effluent waters by 500 to 1,000 pounds each day!
The aim is to reduce nitrogen loading in the discharges from the plant by 20-40% within five years. This is the first wastewater discharge permit in Maine to address nitrogen levels and is now a model for other communities.
A History of Our Work to Reduce Nitrogen in Casco Bay
In 2007, Friends of Casco Bay helped persuade the Maine Legislature to pass a law requiring the Maine DEP to establish a limit on how much nitrogen may be discharged into coastal waters. Instead of following the Legislature’s lead, DEP has chosen to limit nitrogen permit by permit in Casco Bay. This had led Friends of Casco Bay to work with DEP, municipalities, and businesses, to help set realistic limits on nitrogen in Clean Water Act discharge permits issued to sewage treatment plants and industrial facilities.
We are working with the City of Portland on its Combined Sewer Overflow Remediation Project that will help reduce
nitrogen-laden sewage overflows into the Bay.
Our pumpout boat removes raw sewage—another source of nitrogen—from the holding tanks of recreational boats and transports, for onshore disposal. Contact pumpout [at] cascobay [dot] org.
Our BayScaping program works with residents and municipalities to help keep fertilizers and pesticides from polluting the Bay. We present BayScaping Socials to help neighbors reduce the use of lawn chemicals. With our support, South Portland passed an ordinance to restrict pesticide use, with an assurance to tackle fertilizers next. Executive Director Cathy Ramsdell served on the Portland Pesticide Task Force as that city considers a similar ordinance.
